William L. Conroy joined the Kansas City Police Department in September of 1976. Sergeant Conroy currently serves as the supervisor of the Regional Training Academy Firearms/Defensive Tactics Section. He graduated from Southwest Missouri State University in 1972, after earning a B.S. degree in Social Sciences. From 1985 to 1989, he was assigned as a supervisor in the Tactical Response Team. In 1989, he was asked to select and train members of the police department for a specialized unit that was being formed in response to the increasing amount of narcotics trafficking in the city. Conroy handpicked and trained the members of the Street Narcotics Unit and served as the supervisor of the unit during the service of hundreds of felony narcotics search warrants. He was asked to assume the position of Firearms Training Supervisor at the Regional Police Academy in July of 1993. Conroy accepted responsibility for the merger of the Firearms and Defensive Tactics Sections and continues to oversee the day-to-day operation of the unit. He has received numerous letters of commendation for his commitment to training and his organizational skills.
Sergeant Conroy is a member of ASLET and served as a guest trainer in Orlando, Florida at the 14th International Training Seminar and Law Enforcement Expo. He is a National Trainer and serves on the Advisory Board of the National Law Enforcement Training Center, and has been instrumental in the development of the KCPD/NLETC defensive tactics systems for the past 25 years. Conroy has extensive experience in the martial arts and holds the rank of Nidan (2nd degree black belt) in Judo and serves as a Judo coach with the United States Throwing Association, and has a Purple belt in Brazilian Ju-Jitsu.
Conroy retired after 30 years with KCPD and is a firearms instructor for KCPD and a Reserve Sergeant for the Patrol Bureau KCPD.
