Czarnecki, Dr. Fabrice
Fabrice Czarnecki, M.D., M.A., M.P.H. is the Medical Advisor for the
National Law Enforcement Training Center. Dr. Czarnecki is the Director of Medical-Legal Research with The Gables
Group, Inc., a business intelligence and investigative consultancy based in
Miami, FL, and the Director of Training of the Center for Homeland Security
Studies, a non-profit corporation conducting training in counter-terrorism
and intelligence for domestic law enforcement. He previously was an
Attending Physician in the Emergency Department of the Ambroise Pare
Hospital, Boulogne, France. Dr. Czarnecki has extensive research and training experience in law enforcement use of force and defensive tactics. He is a certified instructor in police defensive tactics and in the use of deadly force. As a National
Trainer for the National Law Enforcement Training Center (NLETC), he has
qualified to teach NLETC courses in: Arm Control/Escort System; Control/Defensive Tactics; Ground Defense/Control Tactics; Handgun/Long Gun Retention and Disarming; Lateral Vascular Neck Restraint; Travel Defense System; Use of Force Medico-Legal Implications; and Oleoresin Capsicum
Aerosol Control. He is the former Medical Advisor for the American Society
for Law Enforcement Training (ASLET), and a member of the editorial board of
the Journal of Security Education. Dr. Czarnecki served as a trainer and a
consultant for several local and federal law enforcement agencies and the US
Marine Corps. His current research areas include: Cognitive aspects of the use of deadly force and performance under stress; in-custody death, excited delirium and
non-lethal police weapons; occupational health in law enforcement; and
tactical medicine. Included amongst his professional associations are memberships in: The American Academy of Family Physicians; American College of Emergency
Physicians; American Society for Industrial Security; Association of
Security Educators and Trainers; International Association of Chiefs of
Police (and the Police Physicians Section); International Association of Law
Enforcement Firearms Instructors; International Law Enforcement Educators
and Trainers Association; International Tactical EMS Association; National
Tactical Officers Association; Special Operations Medical Association, and
