4-Hour Instructors Course on OC
Note: This is a 4-Hour No-Spray, Level 1 OC Course for agencies allowing the use of OC but not requiring that the employees be sprayed during the course of training. Many security agencies do not spray their new hires and most agencies do not spray their employees once they have graduated from the academy. This certification also works for In-Service programs.
The 4-Hour Level 01 certification course also recertifies any Level 02 (Full Spray) certification as it deals with legal updates as well as defensive strategies but does not require a Level 02 Instructor to be sprayed again.

​Equipment needed: Casual or athletic clothing, footwear.
Duty belt and OC are not necessary for training.
Materials provided: Online Text and Video - No Pre-Study Required
The first 1.5 Hours of this course deals with legal implications, selections of product and other classroom aspects.

The rest of the coursework will be hands on defense of OC Spray while holstered and also while spraying. (New in 2025)

Level 1
Level 1 Instructor Certification allows instructors to maintain In-Service, continuing education certifications of their members who have been previously exposed to OC in a training setting. This class will also certify Instructors to teach basic legal understandings of OC deployment for agencies that do not require Officer exposure. This Certification is not intended for Academy Level Instructors.
Level 2
Level 2 Instructor Certification allows instructors to maintain In-Service, continuing education certifications of their officers as well as introductory Spray Courses for officers attending first time courses such as in a police academy. This level is required for any instructor deploying OC in a training environment.
- 4 Hour plus additional Spray Time (Dependent on size of course, Prior Spray Certification, or Affidavit).
- Level 2 Certifications requiring a course spray session during the class may accrue additional fees.
New 2026
For Level 2 Certification, NLETC no longer requires that Instructor Level candidates be sprayed during the training IF the candidate can provide a previous certificate showing they have been sprayed during an Academy or Agency Training Course. In place of a certificate, Instructor Candidates may sign an affidavit of previous exposure during training to attain a Level 2 Certification.
Oleoresin Capsicum Aerosol Subject Control System Instructor Course
The use of Oleoresin Capsicum Spray by criminal justice agencies as a subject control method is widespread. The criteria for product selection and training methods are critical for effective and reasonable application of this tool.
The NLETC 8-hour course Includes safe training methodologies, scientific research, product evaluation, and in-service and academy level training methodologies, recommended post exposure procedures.
This course does not include a mandatory OCS exposure but does require product evaluation. Therefore, the participant must bring 3 cans of agency approved spray for evaluation testing.
Equipment needed: Casual or athletic clothing, footwear, holster and belt.
Materials provided: Online Text, inert Oleoresin Capsicum during training.

Depending on the training location, showers or other cleanup arrangements will be made. Please ensure a change of clothing, trash bag, water bottle are brought to decontaminate if the student is to be sprayed.
4-Hour Instructors Course
Prerequisite: Core Essentials OR Approval of NLETC with comparable training.*
It is highly recommended that Weapons Retention & Disarming also be taken in conjunction with this course.
* Note: Core Essentials is recommended as it has instructor development aspects to it as well as fundamental 'core' techniques, stances and other aspects that are within every single NLETC course. For course cohesion, understanding things such as power stance, force efficiency and other concepts which are taught in Core Essentials allows us to decrease instructor certification times within other courses. Should instructors wish to not take Core Essentials and take other elective courses such as Handgun Long Gun Retention and Disarming, the course may need to be longer than the standard 8-hour course. A Training Board Member will need to handle these on a case by case basis.
